San Francisco is on the verge of giving final permission for two high-rise apartment towers on Rincon Hill after construction permits had been held up as building inspectors sought assurances about how well the development would ride out a major earthquake, The Chronicle has learned.

In an e-mail last month, chief building engineer Hanson Tom said that once the developer of One Rincon Hill satisfies nonseismic issues raised by the fire and planning departments — such as building access for firefighters — “the Site Permit will be issued” by the city Department of Building Inspection.

A major initiative launched by Mayor Jerry Brown when he took office in 1999, the 10K Downtown Housing Initiative is realizing its goal of attracting 10,000 new residents to downtown Oakland by encouraging the development of 6,000 market-rate housing units. 18 luxury units in this boutique condo building near 2nd and Folsom. One side of the building borders the Fremont exit off of the Bay Bridge. Overall, the building is very well done with high-end finishes (Bosch, etc. – NOT GE Profile), high ceilings, and functional layouts. Transbay Terminal planners are viewing their controversial idea for a new San Francisco high-rise as nothing less than the signature building of our time — much like the Transamerica Pyramid defined the skyline in the 1970s.”It would be a landmark statement,” said architect Paul Woolford of HOK, which has been hired by Transbay project manager URS to do the master plan for the terminal redevelopment area.

“The tower would essentially speak to the pyramid and the Bank of America building. If you were on one of the hills or on the bay, you would see those towers as the spires of the city.”

The current proposal is for an 850-foot mixed-use tower on Mission Street, but a spire on top of the building would bring the height to 925 feet, making it the city’s tallest.

An international design competition is being coordinated by architecture consultant Don Stastny. Transbay Joint Powers Authority Director Maria Ayerdi said she hopes to get board approval for the contest early next year.

Still, city officials remain skeptical about the $4 billion Transbay financing scheme and question whether the authority should be pursuing the high-rise proposal at all.

“The high-rise is not the project voters approved,” said Jose Luis Moscovich, executive director of the San Francisco Transportation Authority, which doles out sales-tax revenues to the Transbay planning process. “It’s a deviation from the plan.”

San Francisco building inspectors are withholding permission for construction of a towering residential complex on Rincon Hill over concerns about whether it would withstand a major earthquake and remain habitable, The Chronicle has learned.

Despite approval of the project’s design and engineering by other city bodies earlier this year, staff members of the San Francisco Department of Building Inspection want further assurances about the seismic resilience of One Rincon Hill — which would consist of two residential towers, one 55 stories high and the other 45 stories — at First and Harrison streets.

The Transbay Redevelopment Project Area, created in 2005, is an opportunity for the San Francisco Redevelopment Agency to participate in the alleviation of blight within a large portion of the city’s southern Financial District through a wide variety of projects and activities. The Project Area is currently adopted only for the purpose of establishing the base year for tax increment generation. All implementation activities, including zoning changes and project approvals, are currently on hold.

The Project Area is approximately 40 acres in size and located south of San Francisco’s Financial District. Housing developers have a barely controlled mania for building skyscrapers in Oakland, despite showing no interest in such projects as recently as last year.

At least a dozen highrise condominium and apartment projects are in the works, and they have spread far from Lake Merritt, where the towers have traditionally clustered. They are now poised to pop up all along Broadway, starting in the Auto Row area well north of downtown, then dotting the street and its flanks along 30 blocks, through the city center, to Broadway’s southern terminus. At the Jack London Square waterfront, a proposed highrise is set to rise 20 stories or more.

The numbers say a lot. When an e-mail letting potential home buyers know a deluxe high-rise was being built in San Francisco’s South Beach neighborhood 5,000 responses streamed in over the course of a weekend.

Now, as the 136-unit Watermark nears completion, interest remains feverish. Of the first 36 units released for sale, only a handful are left after just five weeks on the market.

Sales agents say the well-heeled buyers are empty nesters and upscale downsizers moving back into the city. Some are parents buying a unit as an investment and a place for their kids to live while in college. Whatever happened to dorm rooms?

Forest City Enterprises, which has spent several years whittling down its mammoth Uptown development project in Oakland, now wants to increase it.

Redevelopment officials and Forest City confirmed the Cleveland-based firm plans to take to the City Council an increase in the project’s first phase, to 665 units from 590. The city expects the changes to ripple forward into the project’s second phase, growing the total apartment count beyond 700 units. The move is something of a surprise, coming amid a weak rental market that has brought Oakland apartment building to a standstill, even as condominium development continues at a frenzied pace.
